The Electromagnetic Pulse Emitter was a weapon created by Professor Z, disguised as a television camera, that was used by the Lemons to sabotage the World Grand Prix and discredit its use of Allinol in Cars 2.

After infiltrating a huge oil platform in the middle of the ocean, Finn McMissile spots Professor Z analyzing a television camera along with two of his henchmen (one of which is actually Rod "Torque" Redline in disguise). Before Finn can better analyze the camera himself, he is spotted and chased off the oil platform by the Lemons.
After Grem and Acer capture Rod "Torque" Redline and bring him to an abandoned warehouse in Tokyo, Professor Z explains to Rod the true purpose of the camera—it is an electromagnetic pulse emitter that, when aimed at a car that is using Allinol, can damage their engine. Meanwhile, Rod is being forced to drive on a treadmill, while also having been forcibly fueled with Allinol, with Grem aiming the camera at him, in order for him to confess who did he pass along sensitive information to. After finding out the identity of Rod's supposed ally—Mater, Professor Z sets the camera to 100% power, making Rod's engine burst into flames, killing him in the process.
During the first race of the World Grand Prix in Tokyo, Grem and Acer aim the camera at Miguel Camino, exploding his engine in the process, before spotting Mater in Lightning McQueen's pit box. The camera was later used to explode the engines of Rip Clutchgoneski and Max Schnell.
During the second race of the World Grand Prix in Porto Corsa, Grem and Acer aim the camera at Carla Veloso and Nigel Gearsley, exploding their engines in the process. After replaying and analyzing Nigel Gearsley's engine blowout, Holley Shiftwell informs Finn about the whereabouts of the camera. After Finn fails to stop the two henchmen from using the camera again, Grem and Acer decide to aim the camera at Shu Todoroki, causing his engine to explode and resulting in a multi-car wreck involving him, Miguel Camino, Max Schnell, Raoul ÇaRoule and Rip Clutchgoneski, with Jeff Gorvette and Lewis Hamilton managing to brake just in time.
During the third and final race of the World Grand Prix in London, Grem and Acer, from inside Big Bentley, aimed the camera at Lightning McQueen, who had stated that he would be using Allinol for the final race in an interview with Darrell Cartrip after the second race. Grem set the camera to 100% power, but, to everybody's surprise, nothing happened. Unknown to the Lemons, Sarge had switched the fuel in McQueen's fuel barrel from Allinol to Fillmore's organic biofuel prior to the race. After discussing the situation with Professor Z, the two henchmen switched to the backup plan, which involved a bomb that was planted in Mater's air filter. The weaponized camera presumably fell into disuse following the arrests of the Lemons and their leader, Miles Axlerod.
