Maddy McGear is a character in Cars 3. She is a big fan of Lightning McQueen, cheering him on during his races.

Near the end of the film, after Cruz Ramirez wins the Florida 500, she cheers her on and becomes a fan of hers too. During the credits, you see that McGear meets both race cars in person.
