The Reason Why Gazerbeam was not able to answer the help for Winston’s father

In my opinion, I think that the real reason why Gazerbeam did not answer the call for help by Winston’s father is not because heroes were made illegal, but because he was already killed by Syndrome when the call was made. I mean really, would you let the law stop you from saving someone from certain death?
