Wingo is a character in Cars.

Cars

"In grade school, Wingo's outrageous, inappropriate paint schemes didn't comply with the school's strict paint code, and got him into a lot of trouble. These days, Wingo makes a good living designing paint schemes for an illustrious clientèle at his own custom paint shop. Now that his paint doesn't get him into trouble, Wingo and his gang find new ways to get into trouble."[1]

Wingo appears as one of the members of the tuner cars who cause Lightning McQueen to fall out of his trailer. He is caught by Sheriff at the end of the film and forced to fix the road.

Cars - The Video Game

In Cars - The Video Game, which takes place after the movie, Wingo and the other tuners refuse to let Lightning McQueen get through a part of Tailfin Pass. Wingo tells Lightning to get lost, to which McQueen replies to Wingo if he's gonna "slice and dice me with your spoiler." Lightning decides to challenge them to a race, and the tuners agree that if he wins, they'll let him pass, and give him one of Boost's nitro canisters. The tuners agree to race him, but unfortunately, they lost. Later, the tuners spot Mack on the highway and prepare to rob him of Lightning's race gear, of which they succeed (Wingo did his part by gathering Lightning's gear). When Lightning hears about the robbery, he brings the tuners to justice, and they are impounded. Wingo is horrified to find that his spoiler has cracked at some point. The tuners confess that they didn't plan the robbery, and that they were paid by Chick Hicks to do so. During the confession, Wingo refers to Chick as "some green race car" with a mustache.
